The Challenge

In the 1960s, Urban Renewal demolished hundreds of houses along Eutaw Place and North Avenue and built several large projects in their place. A result of this was a racial dividing line that has separated neighborhoods for two generations. Forty years later, as these projects began to reach the end of their design life, community leaders wanted to ensure that they would have a voice in redevelopment.

The Solution

Jubilee organized and led a very diverse coalition of stakeholders from five neighborhoods – Madison Park, Bolton Hill, Druid Heights, Reservoir Hill and Upton – to create a plan for Central West Baltimore. We raised approximately half a million dollars – including more than $200,000 through the HUD Choice Neighborhoods program – and hired a professional team headed by Goody Clancy & Associates.

Results

As a result of the plan, all of the Urban Renewal-era projects have better owners, and redevelopment is proceeding according to our plan. Within a few years, Reservoir Hill, West Baltimore, and Bolton Hill will knit together in a coherent urban whole.
