what we do
We Create Strong
Neighborhoods
What makes a strong neighborhood? First, good houses must be worth at least as much as they cost to build. Otherwise, vacant houses and lots remain vacant. Second, neighbors must be able to work together through competent associations. We have done our work in a neighborhood when it has a self-sustaining housing market and a strong neighborhood association.

A Proven Track Record of Working Together
Jubilee Baltimore has a long history and proven track record of working with community members and community organizations to revitalize their neighborhoods. With our help, and often our leadership, residents have been able to work together, plan for the future, and implement their plans.

OUR HISTORY
A History of Helping Neighborhoods Thrive
Founded in 1980 in East Baltimore’s Butchers Hill, Jubilee developed affordable housing and pioneered mixed-income housing and neighborhoods in the 1980s and 1990s. In 1998, we were invited to the Charles Street and Eutaw Place corridors. We created the award-winning Midtown Community Plan, revived the vital neighborhood of Mt. Vernon, and began working in Reservoir Hill. Since 2006, Jubilee has worked in Station North and the other neighborhoods of Central Baltimore. We have created more than $200 million worth of development, ranging from the restoration of historic houses to the construction of large new apartment buildings.
