Jubilee Baltimore has a small, core staff of professionals with extensive experience in community revitalization and neighborhood preservation.

Tracey Clark
president
Tracey is an experienced realtor and developer and has an extensive background working in Baltimore’s neighborhoods. Tracey leads a team that has strengthened several dozen neighborhoods and built and or rebuilt houses, apartments, and commercial buildings for thousands of Baltimoreans. She formerly served as both Jubilee’s Board Chair and as Jubilee’s Director of Development. She is the past president of the Baltimore Architecture Foundation and a current board member on the Maryland Board for Professional Engineers. Along with Jubilee’s past president, Charlie Duff, she is the co-author of the book “Baltimore Architecture: Then & Now.”

Linda Harrington
Deputy Director
Linda Harrington has extensive experience in neighborhood revitalization and mortgage lending. She assists homeowners with purchasing, refinancing and renovation projects and directs Jubilee’s home repair program for low-income homeowners. Linda strengthens community groups and neighborhood housing markets through block projects, capital projects, organizing, planning and marketing efforts. She administers the Healthy Neighborhood loan program in four neighborhoods. She serves on the Board of Baltimore Community Lending.

Marian Smith
EXECUTIVE ASSISTANT TO THE PRESIDENT
Marian Smith serves as the Executive Assistant to the President and Office Manager for Jubilee Baltimore. Marian manages the daily operations of Jubilee including overseeing facility management for our organization and is the Management liaison to the tenants of the Center for Neighborhoods.
