Midtown Community Plan

The Challenge

In 1998, as Baltimore was beginning to come out of a major recession, the Midtown Community Benefits District hired Jubilee to make a strategic plan for the four Midtown neighborhoods: Mt. Vernon, Bolton Hill, Charles North and Madison Park.

The Solution

Jubilee led a planning process that included more than 200 volunteers and more than 120 meetings and work sessions. The plan document won the Larry Reich Award from the Neighborhood Design Center. More important, the process created substantial momentum.

Results

Midtown and Jubilee formed the Midtown Development Corporation, which Jubilee staffed. Its mission was to make Midtown a place of choice for residents. In five years of work, we brought about roughly $100 million of residential projects and brought strength to all four neighborhood housing markets. Since then, the Midtown neighborhoods have seen dozens of good developments and almost 2,000 new houses and apartments.
