Rebuilding Baltimore’s Neighborhoods
Jubilee Baltimore builds neighborhoods that are safe, stable, historic, attractive, and diverse. We develop affordable housing, market-rate housing and commercial properties. We have extensive experience in historic renovation and community planning.
Development
Jubilee strives to reverse decades of disinvestment in Baltimore City neighborhoods by developing projects that will spur additional investment. We are distinctive among Baltimore’s nonprofit developers in our ability to plan and develop commercial properties as well as market-rate and affordable housing. We have developed more than 380 units of affordable housing and 450 units of market-rate housing with a total project cost exceeding $215 million.
Affordable Housing
Jubilee has developed more than 380 units of affordable housing, including eight affordable housing developments financed using Low Income Housing Tax Credits. We have served in a variety of different roles, developing projects by ourselves, working as part of a team or providing consulting services.
In addition, we help low-income residents to maintain their homes and make urgent home repairs. This work ensures that the legacy homeowners can benefit from the revitalization in their neighborhoods.

As a founding Healthy Neighborhoods group, we have brokered more than $4 million in Healthy Neighborhoods loans and led dozens of neighborhood projects. Healthy Neighborhoods offers low interest purchase and rehab loans as well as grants for certain neighborhood/block projects.

We have developed two apartment buildings that provide affordable housing specifically for artists, ensuring that they remain a vital part of the community. In 2015, we developed The Centre, which is home to several arts focused organizations. We are now in the process of redeveloping a long-vacant building on North Avenue and we are working to attract tenants who support the mission of the arts district.

With hundreds of historic restorations, Jubilee is Baltimore’s leading source for historic tax credit consulting. In addition to our own projects, we work with homeowners and developers in Baltimore City’s historic neighborhoods to obtain historic tax credits for the restoration and repair of their historic properties.
Community Planning
Jubilee Baltimore has a proven track record of working with community members and community organizations to revitalize their neighborhoods. Our most significant accomplishments have involved strong multi-year partnerships with community groups. With our help, and often our leadership, community members work together to plan for the future, and implement their vision.
